Houlahan initiated her discussion by highlighting the impact on American farmers, stating, "The Emergency Food Assistance Program (TEFAP) uses 100% American-grown foods, meaning our country's farmers are also losing essential contracts they rely on. The Trump Administration also cut over $1 billion in funding for the Local Food Purchase Assistance Cooperative Agreement."

Apart from her congressional duties, Houlahan has roots in Maryland, where she was born at the Naval Air Station Patuxent River in 1967. She currently resides in Devon, Pennsylvania. A Stanford University graduate, she holds a Bachelor of Science degree, having completed her studies in 1989.
