On February 4, 2025, Houlahan stated that "President Trump's violent dismantling of USAID will have horrific consequences across the globe. USAID sends food to starving populations, helps establish access to clean water, supports sustainable energy development, and provides medical aid that stops the spread of diseases." She emphasized the importance of USAID's role in global health and sustainability.
In a subsequent tweet on the same day, Houlahan urged concerned citizens to take action by contacting the White House directly: "If you're concerned, call the White House and let Trump know. 202-456-1111 or 202-456-1414." Her message highlights a call for public engagement in response to administrative policies.
